What? That little piece of plastic that hangs off of his shoulder? It looks like it's one of those things that tightens a certain part of a jacket. I'm drawing blanks on what exactly it's called... :|

No, no, you're confusing the spiral patch with the drawstring that hangs off of his jacket. That's what he was asking about.

no its a long rope and or string that he can put shurinken and throwing knives on , it was on a chapter drawing.

on his choulder, not his leg, on his cholder, where do you think the string in hanging from, it's hanging from a patch that represent a spiral(uzumaki)

Well there is a spiral right in the middle of the draw strings but i dunno if the strings themself have any real purpose.
