I can only speculate 2 things:

1. They are cross-dressers.
2. They fantasize about dressing in the clothes of a favorite anime female.

No one should be restricted against cosplaying.
I'm not standing by obese people... hell, I resent them lobbying for a two-for-one deal on airline tickets because their flab was flowing out onto the other seats!
However, everyone should be allowed to cosplay (with a little decency). Blondes portraying redheads, people with braces, people with darker skin than the anime character they are going as... it's absurd the amount of "laws" some of you people lay down.

Kay, I did see a pic of a big guy dressed up as Chi from Chobits! Oh, the horror! >< And a guy dressed up like my fave bishie, but really really bad. I feel so sorry for my bishie right now. But anyways, I agree a guy can cosplay a girl if they can pull it off. Like if they have the body, and maybe the looks, perfect! If they have hairy legs and wear a mini-skirt, bad idea. Then again I tend to see great cosplayers more than really bad ones.^^;

There was a man-Sakura from Naruto at Otakon last year. Horrible. I really don't have a problem with people cross-dressing, or crossplaying for that matter, but yeah, it is nice if they take into account that they may not look suitable for it at all whatsoever.
